This complete assembly is unique to 1967 model's, model's have a upper pedal bracket that has a steering column clamp, 1966 model's have a narrow upper mounting bracket for a non collapsible column, 1967 model's are different in that the upper bracket assembly is wider to accommodate the use of a collapsible steering column.
